Commander Progression
How commanders level up, earn talent points, train their skills, unlock Talent Bars and promote.
Levels
Commanders level up from 1 to 50 with experience from battles. Experience left over after a level up carries into the next level. Each level raises the number of ships the commander can lead and grants one talent point. This is the Squad Capacity: every commander starts at 100 and gains 100 per level.

Talents
Each commander has up to three Talent Bars, and each Talent Bar holds a talent tree with a main skill (up to level 15) and a sub skill (up to level 7). Every level costs 1 talent point. Talent points come from commander levels and promotions. Talent Bars beyond the first must be unlocked, and these extra rules apply:

Unlock Talent Bars
A commander starts with one Talent Bar. Each unlock permanently opens one more (in game: Unlock Talent Bar). To unlock, you hand in the listed number of items of the listed quality, in any mix of the accepted item types. Some steps also need a commander level or a research level.

Promotion
Promotion adds stars, paid for with the commander's own files. The game shows them as one star icon per 5 stars: each star turns one point of the icon red, so a Legendary unit has 5 icons and 25 stars. Each row holds the total bonus at that star count, not an extra amount: the bonus multiplies the unit's base value (base × (1 + bonus)) and Power is rounded up. The cost in each row is what it takes to reach that star.
Offense and Tactics bonuses apply to the level 1 value; growth from levels is added unscaled. Talent points from promotion add up across stars. Commander settings also grant 20 attribute points per star.
